Winter Road Pier Removal

The project involved the removal of the pier structures associated with the former Winter Road bridge as mitigation for the construction of the Orange Road and SR 315 roundabout project. L&A, under direct contract with the Delaware County Engineers Office, performed all ecological studies required to prepare the required waterway permits, including wetland delineation, stream assessment and threatened/endangered species surveys, a mussel reconnaissance survey and coordination with ODNR and USFWS. L&A reviewed plan sheets and determined the project scope and associated impacts to ecological resources met the requirements for Nationwide Permit (NWP) 18 – Minor Discharges. Because the Olentangy River is designated as a State Scenic River, an OEPA Section 401 Water Quality Certification was also required. By demonstrating impacts to water quality would be minimal under the pier removal processes to be employed, L&A was able to obtain an OEPA NWP D.5 Directors Authorization waiving this WQC requirement on behalf of the County. USACE authorized the NWP without comment.
