Hilltop Neighborhood Community Revitalization

HILLTOP HOMES II, LLC

Lawhon completed a Phase I Environmental Site Assessment (ESA) of 39 properties located within the Hilltop Neighborhood of Columbus, Ohio to be financed as part of a neighborhood revitalization program. The area of study spanned 0.35 square miles and was comprised of single and multi-family residential parcels. All activities were performed in conformance with the scope and limitations of American Society for Testing and Materials (ASTM) Designation: E 1527-05, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, and All Appropriate Inquiry CFR 312.20.

Pursuant to this standard, L&A reviewed and analyzed available property records and historical photographs for current and past uses. Federal, state, and local lists of hazardous waste sites were reviewed to determine if the property was listed, or if any neighboring sites with the potential to impact the site were identified. City, county &state agencies were also contacted for records of problems associated with the sites. A detailed site investigation was performed to determine if there were any adverse environmental conditions present and to identify any hazardous materials at the site. L&A also conducted interviews with persons knowledgeable about past and present uses of the subject sites.

At the completion of the Phase I ESA, L&A generated a comprehensive report of findings for all sites and provided details regarding potential RECs on adjacent properties for consideration at purchase. All activities were completed within three weeks of authorization to proceed.
