Vice President, NEPA/Planning
Mr. Powell is a Vice President and Senior Project Manager with over 35 years of experience in geologic and environmental consulting. He began his career as a consulting geologist working on projects for various oil and gas firms, producing over 100 proprietary geologic reports for exploration and development. Over the past twenty five years, he has focused on performing and managing a wide range of environmental impact and regulatory projects for the public and private sector. Mr. Powell is presently responsible for project and personnel management, business and client development, costing and proposal development, technical writing and support for L&A’s NEPA/Planning practice. He has many years of experience managing professionals in a wide range of disciplines including ecological, biological, geological, archaeological, cultural, historical and water resources. Tom is experienced in the applications and functions of the National Environmental Policy Act (NEPA), the National Historic Preservation Act (Section 106), the Department of Transportation Act (Section 4(f)), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), as well as other environmental regulations.
